Glossary of Terms used for Sexual Offenders

Terminology used by professionals in any field can be difficult to understand. Furthermore, there are often multiple terms used for similar subjects within a given discipline. Advancing a common language in a field is critically important. The field of sex offender management is no exception.

The purpose of this document is to provide, in a single source, a comprehensive listing of terms with
definitions that reflect conventionally accepted language in the domain of sex offender management. The Center for Sex Offender Management has created this glossary as a reference document and training aid for professionals in the field.

Predictors of Sexual Recidivism

This quantitative review examined the research evidence concerning recidivism risk factors for sexual offenders. A total of 95 different studies were examined, involving more than 31,000 sexual offenders and close to 2000 recidivism predictions. The results confirmed deviant sexual interests and antisocial orientation as important predictors of sexual recidivism. Antisocial orientation (e.g., unstable lifestyle,
history of rule violation) was a particularly important predictor of violent non-sexual recidivism and general recidivism. The study also identified a number of new predictor variables, some of which have the potential of being useful targets for intervention (e.g., sexual preoccupations, conflicts in intimate relationships, emotional identification with children, hostility). Actuarial risk instruments
were consistently more accurate than unguided clinical opinion in predicting sexual, violent nonsexual and general recidivism. For the prediction of sexual recidivism, there were no significant differences in the predictive accuracy of the various actuarial measures (e.g., SORAG, Static -99). Actuarial measures designed to predict general (any) criminal recidivism were strong predictors of general recidivism among sexual offenders.

A Comparison of the Abel Assessment for Sexual Interest and

This study used a clinical sample of sexual offenders in an outpatient setting to
investigate the accuracy or sensitivity of two methods of psychophysiological assessment to
classify correctly individuals as sexual offenders. The data clearly show that both the Abel
Assessment for Sexual Interest and the penile plethysmograph were able to identify diagnosed
pedophiles to a high degree. Overall, the plethysmograph was able to classify correctly 65
percent of the participants, while the Abel Assessment for Sexual Interests was able to classify 79% of those participating in this study.

Abel Assessment for Sexual Interest

The Abel Assessment for Sexual Interest (AASI-2) and Abel-Blasingame Assessment System for Individuals with Intellectual Disabilities (ABID)is a technologically advanced psychological computerized test that is used to determine an individuals sexual interest.

Both tests objectively measure 22 areas of Sexual Interest and are used to determine an individual's dangerousness, treatment protocol, and supervision/surveillance requirements; they also identify cognitive distortions and truthfulness, and the probability of denial. Also included is a section on Internet Pornography use and child sexual abuse survivor information.

The AASI-2 and the ABID are:
Reliable;
Valid;
Resistant to false answers;
Many federal and state agencies and professional organizations have made the AASI-2 and the ABID a part of their standards for the evaluation and treatment of child sexual abusers;
Approved by the Association for Treatment of Sexual Abusers;

The test generally takes two hours to complete and results are readily available to both the client and referring agency within a half-hour after completion of the test.

The AASI-2 test can be administered to
Adult men and women;
Adolescent boys and girls (ages 12-17)

The ABID test can be administered to individuals who have an intellectual disability and an FSIQ of 60 and above.

Sexual Violence Prevention plan for Oregon

This Plan of Action grew out of a May 2003 prevention forum where educators, advocates, and their allies met to discuss the state of sexual assault prevention in Oregon. Sponsored by the Attorney Generals Sexual Assault Task Force (SATF), Department of Human Services, Office of Family Health (DHS OFH), and the Oregon Coalition Against Domestic and Sexual Violence (OCADSV), the forum was designed to initiate a statewide collaborative process to address sexual assault prevention.
A Sexual Violence Prevention Plan Steering Committee, convened by the SATF throughout 2003-2004, developed the Plan as a group and agreed upon its central themes and its recommendations.

Federal Prosecution of Child Sex Exploitation Offenders, 2006

Presents Federal criminal case processing statistics on child sex offenses, including sex transportation, sexual abuse, and child pornography. Rape in Oregon

This fact sheet presents information on forcible rape, defined as sexual penetration of the victims vagina, mouth, or rectum without consent and involving force or the threat of force. Because of limited data, it does not include attempted rapes, drug or alcohol-facilitated rapes, statutory rape (nonforcible sex with a minor) or rapes of men. Therefore, these numbers should be seen as an underestimate of the true magnitude of Oregons sexual assault problem.

2006 DOJ Report on Sexual Abuse in Correctional Facilities

Sexual Violence Reported by Correctional Authorities, 2006

Presents data from the Survey on Sexual Violence, 2006, an administrative records collection of incidents of inmate-on-inmate and staff-on-inmate sexual violence reported to correctional authorities. The report provides counts of sexual violence, by type, for adult prisons, jails, and other adult correctional facilities. The report provides an in-depth analysis of substantiated incidents, including where the incidents occur, time of day, number and characteristics of victims and perpetrators, nature of the injuries, impact on the victims, and sanctions imposed on the perpetrators. The appendix tables include counts of sexual violence, by type, for all State systems, the Federal Bureau of Prisons, and sampled jail jurisdictions. The report also includes an update on BJS activities related to implementation of the data collections required under the Prison Rape Elimination Act of 2003 (Public Law 108-79).

Highlights include the following:

* There were 2.91 allegations of sexual violence per 1,000 inmates held in prison, jail, and other adult correctional facilities in 2006, up from 2.46 per 1,000 inmates in 2004.
* More than one inmate was reported to have been victimized in 8% of the substantiated inmate-on-inmate incidents in 2006 and 4% of those in 2005.
* Most incidents of sexual violence among inmates involve force or threat of force and occur in the victim's cell, in the evening.

Child Sexual Abuse Adult Offenders Facts and Implications for Protecting Children

This, October 1991 was prepared to provide child protection workers with access to recently published
literature and research on adults who sexually abuse children. Implications for protective services
practice have been suggested to assist with decision making and risk assessment. The aim of the paper is to encourage greater integration of knowledge and practice in a field which, until recently, has been bereft of reliable research data and literature.
